PORTLAND, Maine (AP) -- Idaho is getting low marks and Maine is getting high marks from a national animal rights group.

The California-based Animal League Defense Fund says Maine, California, Illinois, Michigan and Oregon have the strongest laws that protect animals from cruelty and neglect.

The group says Hawaii, Kentucky, North Dakota, Utah and Idaho have the weakest laws.

The Animal League Defense Fund puts out the list every year in an effort to encourage states to strengthen their animal abuse laws.
