Well it seems that since there were no rules
put in place in WY that even luring Wolves from sanctuaries via fake recordings
of pup distress calls is fair game. Just

shooting of the Wolf, luring out of a sanctuary and shooting it:

Enforcement, as this is a clear cut case of Poaching off of a Sanctuary,
similar to fishing within a fish hatchery and just wrong, but we will see how
